Institutional constitution
Organizers need explicit responsibilities and decision procedures for custody, participation, interpretation, access, authorship, research, support, continuity. They identify the responsible person or body for a particular operation, the available review, the procedure for changing rules.
The constitution can develop through actual cases: a custodian requests return during an exhibition, a visitor disputes a profile, a sponsor requests publicity, a repair changes condition, staff lose contact with an owner. The account specifies the decision, authority, evidence, affected people, review, follow-up.
The institution also needs continuity beyond an individual host. Closure, custodian unavailability, contribution rights, support examine those responsibilities. The complete conceptual description identifies the procedures requiring implementation while avoiding an invented final legal structure or a universal policy derived from an earlier pilot.
