Uncertainty in institutional accounts

Staff describe uncertainty at the level of a particular claim. They examine observation quality, attribution, reconstruction, interpretation, missing context, conflicting evidence. A clear physical event can support an uncertain interpretation of meaning.

The camera was used during a recorded interval. The visitor's identity association may be provisional. Their explanation may be remembered later. A curator's reason for proposing contact may rely on a specific but incomplete account. Staff keep these uncertainties separate so a reviewer can inspect the actual decision.

Useful distinctions include unknown, uncertain, disputed, unavailable, not disclosed. These conditions call for different next steps: examination, request for context, retained disagreement, respect for a boundary. Review, dispute, attribution explain the process. Confidence labels need a stated basis and a meaningful task rather than a single score for a person.
